SPARCs’s overall objective is to achieve citizens’ inclusive free-carbon urban community by integrating the following key factors: (1) technologies for energy positivity in buildings and districts, (2) citizen engagement, (3) city planning and governance, (4) flexible grid management and energy storage and (5) e-mobility as an energy system element.
SPARCs targets to tackle the multifaceted challenges that cities are called to solve by creating the ecosystems necessary for the urban energy transformation in cities towards a citizens-inclusive Sustainable energy Positive & zero cARbon CommunitieS. The project wants to trigger the urban transformation while keeping a high quality of life for citizens. A top priority is to set up inclusive management and planning models, ecosystems and processes, involving companies, city planning & technical departments of cities, citizen and research organizations, creating an Information Society with citizens being at the centre of the decision process and aware of the city’s activities.

SPARCS will demonstrate innovative interventions of Positive Energy District/Block level in 2 lighthouse cities, and upon implementation and subsequent monitoring and evaluation, SPARCs will ensure effective and successful scaling up and replication both to the city level, to Fellow Cities and to other European and World cities. This will allow getting a framework that is able to adapt, in diverse contexts, with different cultures, environments and at different scales of cities and complexities.
The strategy aims at effective facilitation of the replication and upscaling of implemented solutions not only within partner cities but beyond. The strategy assumes three dimensions of replication:
1. upscaling and transfer of the piloted solutions within and between Lighthouse Cities,
2. transfer of solutions from the LHCs to the FCs,
3. broader replication of solutions beyond the partnering cities.

- SPARCS main outcomes will be an effective, implementable, replicable and scalable “innovative and exploitable business ecosystem” boosting the transformation processes.
- Work includes: City Vision 2050, Implementation plan and a Roamap for urban transformation for all cities involved; mapping and identification of successful, existing business models and financing mechanisms; district service profiling; integrated, engaging, agile and participatory governance models for smart city; business ecosystems and Start-Up competitions

To assure successful replication, SPARCs designed an extensive monitoring and evaluation programme with associated Key Performance Indicators, for the holistic assessment of the solutions implemented in the LHCs and their replication potential in the FCs. That includes a) a detailed framework for the holistic assessment of SPARCs actions (aligned with the requirements of the Smart Cities Information System database, SCIS), b) ex-ante evaluation of lighthouse city demonstrations, c) 2-year data gathering programme, d) holistic impact assessment (socio-economic, environmental, technological etc., considering also the KPIs recently proposed by the SET plan action 3.1 to evaluate consumer benefits and citizen engagement in European Energy transition), and e) recommendations for standardization based on implemented experiences and innovative solutions.
